Key Changes Implemented After Maha Kumbh 2025 Stampede
A tragic stampede at the Maha Kumbh Mela in Prayagraj, Uttar Pradesh, resulted in the loss of 30 lives and left 60 others injured. The stampede occurred in the early hours of Mauni Amavasya, an important day when millions gather to take a holy dip at the Sangam. Following this incident, the state government swiftly introduced five major measures to prevent such mishaps in the future.
What Led to the Stampede?
Authorities reported that the stampede was triggered when pilgrims began pushing against barricades in their rush to reach the sacred waters. Five Key Changes Implemented
1. No-Vehicle Zone
The entire Maha Kumbh fairground has been declared a no-vehicle zone, meaning no vehicles, including private and public transport, are allowed within the area.
2. VVIP Passes Cancelled
Special passes that previously granted entry to vehicles have been revoked, ensuring no exceptions to the no-vehicle rule.
3. One-Way Traffic System
A one-way traffic system has been introduced to regulate the flow of pilgrims and avoid overcrowding in any particular area.
4. Vehicle Entry Restrictions
To prevent congestion, vehicles from neighboring districts are now stopped at the borders of Prayagraj and are not allowed into the city.
5. Four-Wheeler Ban Until February 4
Until this date, four-wheelers are completely banned from entering the city, reducing unnecessary traffic and ensuring the smooth movement of devotees.
Senior Officials Called for Assistance
To strengthen crowd management, experienced bureaucrats Ashish Goyal and Bhanu Goswami have been sent to Prayagraj. These officers played key roles in successfully handling the 2019 Ardh Kumbh Mela. Goyal, who was then the Commissioner of Allahabad, and Goswami, the former District Magistrate and Vice Chairman of the Kumbh Mela Authority, bring crucial expertise to the current situation.
Alongside them, five special secretary-level officers with experience in large-scale event management have been assigned to assist with organizing the Maha Kumbh.
Chief Minister’s Response
Uttar Pradesh Chief Minister Yogi Adityanath took immediate action after the tragedy, issuing multiple directives focused on crowd control, traffic management, and better coordination between departments.
The Chief Minister ordered the Chief Secretary and the Director General of Police (DGP) to thoroughly review the arrangements at Maha Kumbh. He also instructed the Additional Director General (ADG) and the District Magistrate of Prayagraj to ensure that devotees can leave the city safely and without further complications.
In a late-night virtual meeting, Adityanath spoke with top police and administrative officials from Prayagraj and surrounding districts, including Kaushambi, Varanasi, Ayodhya, Mirzapur, Basti, Jaunpur, and Rae Bareli.
Measures for Crowd Control
With thousands of devotees gathering at railway stations to return home, officials have been asked to work closely with railway authorities to manage passenger flow. The Uttar Pradesh Transport Corporation has deployed additional buses to help clear the crowd efficiently.
To prevent further congestion, designated holding areas have been set up at the city’s entry points. Pilgrims will only be allowed to move forward once the crowd inside the fairground is under control. These holding areas are equipped with food, drinking water, and uninterrupted electricity to ensure that devotees do not face hardships while waiting.
Additionally, security patrols have been intensified on the main roads leading to Prayagraj, particularly on routes from Ayodhya, Kanpur, Fatehpur, Lucknow, Pratapgarh, and Varanasi. This will help maintain order and regulate the incoming flow of devotees.
Judicial Inquiry Commission Formed
To investigate the cause of the stampede, a three-member judicial commission has been established. This panel includes former judge Justice Harsh Kumar, former Director General VK Gupta, and retired IAS officer VK Singh. Their objective is to analyze what went wrong and recommend long-term safety measures for future events.
Compensation for Affected Families
The state government has announced a compensation of ₹25 lakh for the families of those who lost their lives in the stampede.
